It wasn't a "vancouver law" it was in all of Canada and that law isn't a thing anymore and hasn't been for a while. The only reason why sororities aren't allowed to get houses is because of a law Panhel (literally) made up that they can only get houses if all other sororities can afford one which isn't going to happen because AGD isn't going to be able to afford one.
