I'm in a sorority and have friends in sig/beta/phi delt/alpha delt/dke and none of the guys I know want theta exchanges... the only frat that likes exchanges with theta is fiji which is because they're just as irrelevant as theta. Stop self ranking and talking bad about other chapters. Theta will always be bottom tier. They've been on campus since 2003 and they've always been bottom tier. AOPi has only been here since 2011 and they're improving more in the past few years than theta ever has. At this rate AOPi will be better in no time.
