Actually, the first exchange pairing has a lot to do with closeness. Usually the sorority and fraternity will communicate ahead of time to organize their exchange on the first date. The rest of the pairings after the first exchange don't have anything to do with closeness but its tradition to have the first exchange with whichever organization yours associates with most, or at least, one of the most.
