For my chapter you only get fined if you miss important events like initiation, recruitment, sisterhood events etc. IF you don't let an advisor know ahead of time your reason for missing. As long as you send an email saying you have work, an exam, medical emergency etc. then it's fine but if you just skip important stuff without saying anything then you get fined. Exchanges with fraternities you're not required to go to at all if you don't want to.
