Honestly this question depends on what you mean by "open" to non fraternity members. During the fall/rush season all the houses host open parties where anyone (mostly first years) is free to attend. That's where a lot of future rushees are basically seen for the first time and noticed by the guys in the houses. So during that time of year people are more than welcome to come around, meet the guys, and socialize. However, once the rush season is over the parties and village do become more restricted to Greek life members and their guests. So unfortunately if you're not associated with a frat after September/October it's not really open to you for the rest of the year (excluding open parties and god forbid spring rush). However don't let that discourage you from coming around during the rush season! The first party I ever went to at UBC was at my future frat house and I had no interest in rushing at the time. One of the brothers spoke to my friend and I as we left and invited us to come out to their first official rush event. Even though we didn't end up going to that rush event, I rushed the following year and (unknowingly at the time) got into the first house I ever went in. :)
