Ok, let's simplify this. Panhellenic sets a max total of woman each chapter can have. Let's say it's 150. During recruitment, towards the end Panhellenic determines what quota is going to be. (It's a calculation done based on how many woman are going to final parties. Houses don't know what quota is until the end of recruitment.) So hypothetically Panhellenic determines that quota will be 50. So all houses can take a total of 50 woman. But there might be a house that after they take 50 new members they are still under campus total of 150. (They might have had a lot of seniors graduate, girls dropping, study abroad or other reasons.) They might want to offer "snap bids" to help bring their numbers up. These bids would be given out the same night and the New members would not know who the snap bids went to. So when you hear "quota plus 3" that means the chapter took quota and 3 snaps. Usually the upper tier houses don't need to take snap bids. COB is usually done just in the spring. However, last year Panhellenic raised house quotas after fall recruitment which was unusual. But some houses did a fall COB because they could. But, back to Spring COB. Spring COB is very informal. Chapters will invite woman over for dinner or whatever and offer them a bid. A spring COB class usually will only be less than 10. Again, the chapter still can't go over campus totals. But their might have been a new member or 2 that after getting a bid dropped or maybe a few are studying abroad, etc.
