Most people are under the impression that houses do cob because they did not get enough girls after bid day, or too many girls drop from the pc but this is wrong. COB most often occurs because both nationals and panhel for the organization give them numbers they must bring in, most often panhels are lower than the minimum from nationals, there by forcing that house to do COB. for example if a panhel said a house can at most give bids to 45 people but nationals says at a minimum they need 50 people, the house will have to do COB for 5 people. I am sick of everyone assuming houses are doing cob because they're "falling off" when in reality their nationals quotas are just increasing.
