DKE, Phi Delt, Beta, and Phi Gam do not have spring rush. SAE, Chi Phi, and even Kappa Sig have skipped spring rush in the past, but these three still almost always have it at least on a small scale. Everyone else will have it. I disagree that spring rush is reserved for people that the houses already know, especially in the middle and lower middle and on down.
