I feel like either the 58 or the quota of 40 number is off. Snap bids can only be given if a chapter is under quota, and COB can only be given if a chapter is under campus total. I doubt they’d end up that much over quota through COB unless Panhel was more flexible with everyone this year and artificially made campus total higher? In which case most/all chapters would be doing more COB.
