Kind of but not exactly. Panhel makes the strong recruiting chapters make deeper cuts because they have higher retention rates (most of the PNM’s they want have also ranked them high) - if Panhel didn’t make them cut more each round, then a lot more PNM’s would end up with no bid at the end of rush and it would actually waste the PNM’s time (and a slot on their pref card if it went that far) and give them false hope. I wouldn’t say Panhel is not on the PNM’s side, but I get why it can feel that way. I could see an argument for saving the deeper cuts for later rounds, but they have to be done eventually and the longer you wait the greater the chance that PNMs will end up with no house. It’s not that they intentionally want girls to “settle” but yes they do want to match as many girls as possible to houses. Agreed that getting cut does not mean a house didn’t like you - they have to cut based on the numbers. I think houses that bid promise make this problem worse (their goal is to get as many girls as they can to rank them #1 so their stats will look better/more top tier)
