This has been discussed on here before. Outside the first tier, I doubt it's an issue anywhere but maybe KA. Of course, your definition of "solid" matters for this. In the first tier, it probably doesn't matter than much either, especially if you know someone going into rush. Phi Delt and SAE both have minority members, FWIW.
