Only about half the houses block, and all it is, is that the underclassmen are required to wake up on Saturday morning and get drunk at a bar with underclassmen from one sorority. Smaller, low key houses probably do not block and might not even want to. And there is a huge difference between the various smaller houses, maybe more than the difference between the larger houses.
