i totally agree with you. i think she just mean that those top 9 houses (who would be the 10th anyway?) are the only ones that are rankable/care about rankings and it really DOES NOT matter what house you are in or where you are ranked because its not like people judge you based on your house, and if they do then why would you want to be friends with them anyway. if you love your sisters then nothing else should matter. i think she was simply just saying the top 9 houses (because thats basically what they are) and then explaining that it doesnt matter anyway because a number means nothing.
