You really have to go into this process open minded. You should not go into recruitment wanting a specific chapter. During open house, go into every party with a positive attitude and try and get to know all the girls. You never know when an organization you may not have wanted could turn out to be your favorite. Also, the tier system is stupid, don't even pay attention to it. It's a waste of time.
