Phi sigma sigma has always done it because not a lot of girls join them in the spring. Every other sorority has had a great spring recruitment and hasn't needed to do it. However Dave Connor wants more sororities to be involved with it so he changed the rules. Many sororities were recently mandated by Dave Connor to participate but many are still not following the rules. Tri Sigma and Sigma Kappa have decided to abide by the rules and join fall recruitment.
