Who in gods name thought it was a good idea to build a house on a flood plain, down hill, flat on the ground and right next to a river that over flows over 2x a year? Haven't you heard of global warming? For the next 100 years the wether conditions are suppose to cause more hurricanes, floods, rain, longer Summer's with extreme heat causing droughts, and colder winters. Someone didn't do their research.
