I don't think it's a good move at all. All it's going to do is give a higher priority to legacies and freshmen won't have a full semester to see which house is going to be a good fit for them. I went to my dad's frat's events a few times, but I realized halfway through the fall that it was going to be a terrible fit for me so I went somewhere else. If I did Fall rush, I would have joined that house and had a very negative experience with Greek Life. From an organizational standpoint, lots of freshmen will make big mistakes with their new found freedom of being in college in their first semester. Spring rush allows houses to check this stuff early so they don't recruit people who will destroy their reputation. I just see the potential for lots of liabilities and students being more likely to regret the houses they choose.
