yea theta is still definitely a top house and got a few good steals, but they did keep too many people that preferred pi phi and kappa so they got screwed over and had to give around 20 snaps. they cut girls before pref that would have gone theta, but then those girls had to go chi o and were unavailable to pull for a snap bid. Because of this they got stuck with some strange ones
