If 200 girls got dropped by all but one house and attended pref there and put them on their cards then yes, ALL 200 WOULD GET BIDS THERE. This is because of Quota Plus, which guarantees a bid to every single PNM who does not SIP, even when it puts a house over Quota. But RFM is designed to prevent such a skewed distribution in the first place so that extreme would never happen. You are making things up to fit your own false narrative.
