Girls would initially join because they want to be in a house but just not in a "bottom" house. So instead of dropping out of recruitment they'd join the new house. But after a couple of years they'd be dragging along on the bottom with the other bottom houses. Why? Because the mean girl alums make sure that the "bottom" houses are so disparaged that girls would rather drop out than be in one of those houses. It's sad but I don't see how it can be fixed.
