Chi o is traditionally considered a "middle-tier house", or according to more generous commentators "lower top-tier." What I don't understand is why it isn't considered a top-tier house alongside theta, kappa, and pi phi. It has a pretty house, pretty girls who are involved within and outside of the Greek system, and amazing grades... So what leads it to be considered a middle-tier house?
