sigma chi is not top tier. pike is not really top or middle tier (somewhere in between) phi delt is the same as pike in that sense. fiji and sae are the two top tiers that are for sure. pike and phi delt are the closest to being sure top tier (if they aren't already). sig ep and sigma chi are probably after them but the again who knows if sig ep will even be here in a few weeks.
