Do you really want to base your decisions about who your best friends are going to be based on that criteria? Go through recruitment with an open mind. Meet the members of all the chapters. Follow your heart and find you place where you click with the most people. Believe me, tiers might seem important to you during recruitment but once you get initiated, it makes no difference at all. You can have fun in every chapter.
