Hell yes! We are a STATE university and there is are limits to the arrogance and power of some administration weasel. The Greeks did this at Texas, and they did it at Colorado. I can promise you the people who have to raise money for The Pennsylvania STATE University are not the same arrogant people who impose random, self-righteous decisions like this on the students who are the ones who will support the University financially! We are a STATE University, and some administrator, full of himself and his arrogance, cannot tell you that you cannot speak to freshmen of recruit them to your registered student organization whenever you want to.
