There are rules against being in two NPC groups (real sororities). There are no rules that govern clubs. Technically, yes, there are girls who get no bids during formal recruitment and join Trilogy or ESA as a back up and way into the PSU social scene. However, due to the social stigma of the clubs, many try recruitment again Sophomore year and get bids because they have met more people. Then they usually drop the "fake" group because they don't offer all the benefits of a real Greek organization. Most don't have the stamina to keep up and be really committed to being part of two organizations. So, yes, you could use the fake groups as a bridge to greek membership.
