It has to be made by someone first. On the 18th there's the society assembly. Some 2018 people said that the chairperson sends out an email after it CC'ing all of the attendees. Someone each year uses these emails to create the intersociety google tap sheet. No one in particular makes it - whoever is the first to do it. Better sooner rather than later.
