No. They can't. I think the first commenter was confused and thought the OP meant "progressive" as in the political ideology of the majority of girls in each sorority, lol. Theta is the oldest so they have the most leeway. Pi Phi is also pretty established, but they're very sororityty and don't want to deviate from the typical sorority image. Kappa...????
