Did you maximize your options all week, meaning that when you ranked at night, you listed every single house on your card that you went to that particular day? If you did that, and you made it through pref, it is to my knowledge that you should've been guaranteed a bid. But ONLY if you maximized your options ALL WEEK. And by the way - different organizations have different rules pertaining legacies. Not every org requires chapters to put all legacies at the top of the bid list if they go to pref at their legacy house. Some orgs do this, some do not.
