They are two totally different thing, COB is just an extension of the normal rush process called "continuous open bidding" where sororities can distribute bids to girls after bid day if they didn't meet quota. Dirty rushing is just a phrase used to describe girls acting unethically during rush by trying to get their chapter ahead by talking to PNMs when they aren't supposed to and other sketchy stuff like that.
