Quota is not a certain amount of new members a chapter has to take; it is the maximum number a chapter is allowed to take. You don't sound like you are an actual sorority member to get that concept so wrong... @123 - a PNM who attends every party she is invited to, ranks each house afterward, and makes it all the way to pref round will get a bid at one of the houses she prefs.
