It is definitely not like this at Rutgers. Students here have a huge variety of clubs and organizations to join if you're looking for friends that share the same interest as you. Not only that but if you're dorming you're sure to make some friends on your floor along with classes. When it comes to Fraternity/Sorority treatment towards each other you can basically expect the obvious. Some are going to like each other and some are not. If you read the comment sections for each of the active chapters you'll find a lot of people bashing each other but this is only because of the beauty of anonymity. None of these kids are actually going to say something like that in person. As a member of a fraternity I can tell you I've had nice mixers/philanthropy events with sororities and we have good relations with two other fraternities on campus. As for the others they're pretty much neutral however you'll find a lot of people saying crap about other simply because they're not in the same greek organization. So when it comes down to it joining a fraternity or sorority is not the only way to make friends but it does help out.
