Your fraternity is only as good as its active members. You can do a lot to organize them better, but at the end of the day its a social club. Your brothers ALL need to socialize. Bottom tiers are stuck bottom because they radiate social awkwardness class after class. You can't fix what's broken but you can upgrade it. If you want to bring up your fraternity, best way is to recruit sociable men and let the awkward ones go.
