It’s kind of a tie. Both are lower middle tier frats that don’t have great srat relations and give slightly off vibes. Despite the fact that they both have lettered houses, they don’t seem to be getting anywhere. There are much better options than these two. But, if you had to pick, go for Phi Tau.
