Yes it is harder to get in to a top house as a sophomore. You need people to vouch for you. Also, you can't really know a house is "perfect" for you unless you are friends with girls there. Not that it matters if you're in a "top" house or a "bottom house" With the exception of the very bottom house (we all know who it is so I don't feel the need to call them out) all of the houses are perfectly acceptable, and the "cool" ness of a house is generally directly related to the meanness of the house.
