Well... It's easier when you're a freshman. If there are girls in the sorority to vouch for you you will be okay, but on the whole, if they can take one more girl and they're between a freshman and a sophomore, they'll take the freshman 90% of the time. If this is about rushing a sorority with spring rush vs. rushing in the fall, try going to a rush event now, you may love the girls and join right away rather than waiting.
