Snap bids are given on bid day, so that is over and done until next year. COB is different for each chapter. They can only offer informal bids up to total, so the number each chapter may have is different, and some have none at all. Some chapters chose to offer any COB bids soon after bid day to keep the pledge class together, some may save them until next fall, some may have spots open up during the semester if pledges drop out before initiation (though if it's close to initiation they often chose to save them for the fall)... If a chapter only has a couple of spots to COB, they usually will reach out to women they already know well to see if they are interested in accepting a bid, and nothing will be announced. These may be women that came to pref and SIP'd but were too low on the bid list or they may be women that have a lot of friends in the chapter and didn't go through formal. Panhel does not coordinate informal recruitment, each chapters is different and can chose how/if they want to do it. The best thing you can do is if you know someone in the chapter or in the new pledge class, let them know you're interested and they can pass that along to their recruitment chair or pledge mom. You may never be contacted because they don't have any spots or already knew who they wanted to give bids to, but if they are also interested in you the recruitment chair will usually reach out to you.
