Well thats an unfortunate situation for her. But she's right, she should trust the process. 99% of the time, girls end up exactly where they should be. And i'm sure she'll get the experience. Every chapter goes to parties, has socials/exchanges with other fraternities and sororities and they all do community service. Although they may not be as popular, these lower houses are still apart of Greek life. If you think it's that big of a deal, she could just do informal, but you never really know which houses are participating in it. But if they dropped her then, they may do it again. If she likes the houses, I say she should go for it! But if she accepts the bid and still doesn't feel comfortable after a while (and she isn't yet initiated) she can do informal recruitment or just do formal again. Good luck!
