Phi Pools is lower middle tier. If you're gonna join a mid or lower mid house, join one that either gets used for their party room (Psi U) - because good houses party there, or pick one that is good at partying and nothing much else (TDX). Phi Pools is basically only used during the months when it's hot enough to throw a pool party. Which basically means June - Sept. Otheriwse, they're irrelevant.
