Coming from a member of a "mid-tier" fraternity, all the Thetas I've known and met have been sweethearts, and their social team's one of the least stingy. I had the worst experience with Kappas for sure. From my experience they've always been flakey and rude with very very rare exceptions. Favorite's between GPhis or ADPi's. DG's would be up there too, I used to have really good friends there, but the house has changed in the past year.
