Sigma Kappa did not have full house quota (114 members) after this year's quota of 37 so they could use FFR to extend bids to girls in order to reach their 114 member quota. This number is what keeps the top houses from being able to give bids to more than quota so all of the chapters have relatively equal numbers. And yes, if a PNM makes it to preference and then maximizes her options after pref panhellenic does guarantee that she will get a bid.
