For sororities, girls are unable to drop then proceed to join another chapter after they have been initiated. For most fraternities, however, guys can pretty much drop any time and join another chapter whenever they want to. I know plenty of guys who were part of a frat PC 16, dropped, and are now a part of a different frat PC 17.
