Low. Most houses do COB in fall if they didn't hit quota during FFR, occasionally houses will do it in the Spring if people drop or if they have extra space for some reason but most houses are done by the end of fall, it's not like fraternities where they have spring pledge classes. If you haven't been successful with COB yet it might make more sense to just wait for FFR next fall.
