For sororities they are more defined and agreed upon by most people, but are really not important. Cool girls are in all sororities, and many friend groups have girls from different tiered sororities in them. Tiers really do not matter as much as a lot of people think they do. For frats, tiers are less concrete. There are certainly solid worse frats, but it honestly depends on who you talk to when thinking about the top tiers frats. Middle to top tier frats still get a lot of girls at their parties so it really doesn't matter unless you're not bottom bottom tier.
