Kappa Sig ATO Sigma Pi TKE LXA Pi Kapp Phi Delt From what I've seen these seem to be the rankings most people agree upon. I could see TKE and Sigma Pi switched and ATO and Kappa Sig switched, but its really personal preference. There is a pretty noticeable difference between KS/ATO/SP/TKE compared to LXA/Pi Kapp/Phi Delt which makes the difference between "top" and "bottom" tiers if those even exist. A lot of people who think differently are either in different fraternity and just bashing others or have something against a certain fraternity.
