DZ and AXO take a lot of out of state girls too. It isn't just the bottom tier that takes them. All houses have out of state girls, some in top, middle, and bottom tiers. I'd say the houses that take mostly instate are: DDD, Phi Mu, ADPI, Chi O, KD, AOPI And the houses who take both are: DZ, AXO, ZTA, KKG, DG, SK, Pi Phi Notice girls in all tiers are in both groups.
