COB can be about meeting Quota or Chapter Total, which are not the same thing. A house that doesn't match to Quota during formal recruitment can offer COB any time after Bid Day to fill up to Quota, but Chapter Total is reset every semester and houses that are below that can also COB up to Chapter Total any time after Total is reset. It's important to know the difference. Meeting Quota is vital, meeting Chapter Total is a good thing to do but not quite as important unless there are tons of open spots in a house.
