Phi Mu, KD, and DZ are great now but they were not considered top tier until about 15 years ago, when the RFM recruitment process was adopted. These three chapters benefited the most from the new system and moved themselves up. RFM has been very good for most (but not all) of the chapters at UT and for Panhellenic as a whole. More stable and comparable membership numbers across all the chapters was a factor in finally getting the houses built. Even the chapters the OP lists near the bottom have strong enough membership to maintain their houses, which was one of the goals of RFM.
