I would hope that wouldn't be a reason that all 13 chapters would cut someone. Surely 1900+ girls aren't that shallow. If your daughter didn't get into a chapter, please tell her it's because an even bigger opportunity is waiting for her in another group on campus where she can do great work and make amazing memories.
