I suppose it depends on what your criteria is... If you are ranking based on the fact that the “top” tier were able to seek out girls that look exactly them and will perpetuate existing reputations, than you are probably correct. However, given some of the reputations of the “top”, I think the true wins came with those chapters that were able to secure successful, beautiful and smart girls that have their priorities in order. There is a lot more to “top” tier than what is reflected in a picture.
