was created to place more girls and help chapters that used to struggle with recruitment. It is working the way it was intended to work. Sororities are still in control of who they bid, but strong recruiting chapters can't "string along" a lot of girls they don't intend to pledge only to drop them right before preference. Chapters that used to struggle have grown and improved and now there is a smaller gap between perceived "top" and "bottom" tiers than there used to be. It's a much better system than before.
